1989  --  President Bush I turns against Noriega, invades Panama

 

1983  --  President Reagan has Donald Rumsfield meet with Saddam Hussein as his special envoy to the Middle East.  

 

2003  --  President Bush II turns against Hussein, invades Iraq.
